Neill Speers was born in Bushmills. He was educated at Bushmills Grammar School and later attended Stranmillis College, Trinity College Dublin, and the University of Ulster. He became a senior lecturer in the English Department, Stranmillis College. His paintings are on exhibition in Galleries in Belfast and Dublin and other venues in Ireland.
